The author holds that an important characteristic in Chinese traditional strategic culture is to introduce moral judgement into the field of strategy and hence bring morality into strategic culture, which exerts complex impact on the characteristics of Chinese traditional strategic culture. It brings about the tendency toward pan-morality as well as the pursuit of cultural non-violence and non-expansionism in Chinese traditional strategic culture.Since 1840 the traditional strategic culture has revealed its limitation as a result of the armed aggression, economic expansion and cultural infiltration by western powers. It has undergone profound changes in value judgment and mode of thinking. Yet there still exist fundamental differences in Chinese and western strategic cultures. China does not give a total and uncritical acceptance to western strategic culture.
