The paper is part of the analytical report on the results of National R&D Census. The authors think that both the manpower and financial input of China are among the leading group of developing countries,the scientific and technological activities have covered all the industries of national economy,the scientific and technological resources is being optimized and enterprises have become the main sources of scientific and technological input.
The paper evaluates the technical innovation capability of industrial enterprises of China by using comprehensive evaluation method, and points out the problems of imperfection of current innovation circumstance, shortage of innovation input and the need to improve the skills of innovation personnel.
